My guess, Evil Spirits are actually meant to be the Goddess's last major attempt to break whatever curse is affecting the world.
Meant to be saviors, they are instead mistaken as another form of evil. And it didn't help that the way they appear is by possessing the person, ridding all their memories and essentially erasing the original person.
